Joanne, PhoneGnome is very flexible, which can be a blessing and a curse. We cannot answer your question without knowing more details. People mean many different things when they say "VOIP service". Certainly to get the best cost savings when away from your main number, high speed internet is the best bet. Otherwise you are restricted by the (often outrageous) roaming costs of your mobile carrier.

I am confused. I just heard about phonegnome. I have a VOIP service. Would I not need it to use phonegnome? I want to call from Mexico to the states and have my family in the states be able to contact me in Mexico. Wouldn't I need high speed internet? Would we both pay rates?

Philip, one way would be to port the number to a basic measured rate local phone service (before the VoIP provider shuts down) and then hooking up a PhoneGnome box to that line and so you don't have to worry about going through it again.

We are looking into other ways to port a number to be parked with PhoneGnome. Stay tuned.

What about incoming calls? If I want to switch from my current voip provider (who may be shutting down soon too) and want to keep my phone number, how do I do that?

You can call any number. Calls to PhoneGnome members will be free. SIP calls and calls to compatible IM systems or any of our millions of peering numbers will be free. Otherwise the call can be made at cheap rates: http://www.phonegnome.com/rates.html

So to use a regular phone without the box to start, you can initiate the call from the web page to any phone, say in Germany? Does the other number have to be a phonegnome member also?

PhoneGnome has worked out great for me in this regard. I've personally had two VoIP services shut down on me over the past couple of years and because of PhoneGnome it was no big hassle. First there was SimpleTelecom and then later, voxee. With PhoneGnome, I just point my calling to new service and no problem. It's like a VoIP insurance policy. When one goes away, you just point at the next one.
